That is where we differ; I certainly would.

I don't think most navies can afford "warships" that cannot fight. Policing civilians in peacetime is just a bonus.

Thats the rub...most naval sips spend their entire career either moored, on exercises, or other noncombat assignments. without a large number of inexpensive easily produced patrol vessels to police trade routes and suppress such things as smuggling and piracy a fleet of combat oriented vessels is severely hamstrung by lack of numbers. The extra expense in weapons, armor and hardware to make them suitable for stand up fleet battles in addition to patrol and security work severely cuts into the number of units that can be acquired.
 
You can look at current maritime events and developments.

The Chinese are making their coast guard cutters very "robust"; the British are stuck figuring out how to best spend their resources, between actual warships, or quasi ones, and if so, finding a golden ratio between them; and the Pentagon has not enough crews and too much money.
