I don't see a need for TL 7 just as there are no TL 11, 13 or 14 Sensors. Add them for your OTU if you feel the need.

They are needed because you can build starships in HG at TL7, but there are no sensor systems available to them without going to the Vehicles book where you do find TL5 and TL7 sensors...

also there are sensors at every TL, the different sensor systems are what changes. This is how I would do it in house rule territory

basic - radar, EM passive

civilian - radar, ladar, EM passive

specialist - radar, ladar, EM passive, special

military - EM active, EM(l)adar, EM passive, special
