Seems to me that's a solution in search of a problem. If the bank issues a BOLO over the X-boat network, that BOLO will reach everywhere in the Imperium within less than a year. Even if it doesn't outrun your players' ship on the way, your players will then be stuck outside the Imperium, tooling around shady starports and dodging skip tracers who are responding to the BOLO for the bounty.

They can get away with it for a couple of years, max. Not forever.
