Skill check when specialty not mentioned

What happens if a skill check is required but no specialty is mentioned but that skill has specialties?
Here is an example from the Fall of Tinath adventure:

Damage Report: Routine (6+) Mechanic or Engineer
check, (1D minutes if using instruments, 3D if making a
manual inspection, INT).

If a char whants to use Engineer in that case, may he use any specialty he is best in or does he have to use a flat level 0?
 
I would use the flat 0.

I would ask if they were taking their time, reducing the target number to 4. Easy enough to achieve.

If they have a specialty that would apply in a situation, I'd prefer they use that instead of a generic skill. When I run games, I don't use the generics. Only specialty skills.
 
Might be me but the example doesn't give a needed specialty just a generic skill, in this case either Mechanic or Engineer, because the task doesn't require a specialty to give a damage report. You can use either without any skill at all but at -3 OR you use the one with at least level 0 avoiding the penalty. If the task specified a damage report for the jump drive then having levels in Engineering(jump) would gain bonuses to the roll.
