Simple help with Traveller rules around programs

Stupid question time. :oops: (And please let me know if this isn't the place for this kind of question!) The info around computers and the programs they run in the Traveller core rulebook is kinda vauge. The exact wording is:
The power of a computer is given by its rating (Computer/1, Computer/2 and so forth), which measures the complexity of the programs it can run. (Storage space is effectively unlimited at TL 9 and above.) Programs are rated by the computer rating they require. A system can run a number of programs up to its rating – for example, a Computer/2 could run two programs requiring Program/1 at a time, or one Program/2, or a Program/2 and any number of Program/0s. The one exception is that a Computer/0 can only run one Program/0 at a time.
So if I have a Computer/4, we have two interpretations of what is possible:
1) I can only buy programs for that computer with a total rating of 4 (with an infinite number of rating 0 programs), and if I want to add something else I have to unload an appropriate rating of programs to make processing room for it.
2) I can buy any number of programs and have them available on the computer, but can only run programs with total rating of 4 at any particular point in time.

Which interpretation is correct? Or is it something completely different?

I have always used option 2, any number of programs stored, but can only run a total number programs equal to the rating of the computer. I do not know if there is an official answer.
