Shorted on frigates?

Ordered a blister each of hazat and valdrok frigates and only got four in each blister.

It says five on the webshop, even says five on the blisters.

I'm thinking of ordering a blister each of explorers and fighters, is there going to be one less than advertised in each of those as well?
