Sure. But the navy's capital shipbuilding requirements would be relatively small, and largely concentrated on hub worlds that have the TL, as well as the capacity for big ships (like Mora). No one's building dreadnaughts at Regina; even the TL15, Pop 9 hubs like Rhylanor and Glisten are probably concentrating on cruiser level contracts. It's also likely that only worlds with a Naval base actually get Naval contracts, for practical reasons (though I guess in many cases the capacity might have been present first, with the Naval base being developed later).

In a hot war situation, the Navy are likely to take over commercial yards.
 
You'd have to know how many battleships are authorized and in construction, annually.

Then, where that construction takes place.

Additionally, in repair, and/or refitting.
 
Naval depots would be specialized in every aspect of construction, refurbishment, and repair.

Shipyards which are privately owned, likely tend to lobby, and donate campaign contributions.
Actually according to the lore the Naval depots do very little actual construction they are largely a research and development. The research stations are pure generalized research while the depots do specific naval research and prototyping. They are also administrative and logistical hubs as well as teaching centers. You might see one or two ships being constructed in a depot but those will be prototypes and research beds

I didn’t say anything about what’s good or bad about using civilian ship yards vs government shipyards I just pointed out what the lore says.
 
One thing is probably universal... you do not want a shipyard to be inactive. Whatever government involvement there may be (and stepping aside from the 3I Imperial Navy, this will vary from world to world), it does make sense for most shipyards to spend most of their capacity building things other than warships, most of the time.

Classic Traveller JTAS 23 on building space habitats. You can sell them or charge rental. Constant income for centuries to come. You can own the HOA on a massive scale.
 
Inactive or not, renting dock space, warehouse space, hotels, or whatnot... you still have to do maintenance on the darn thing, and that can be a lot of money and laborers.
 
False economies during interwar years of retrenchment and consolidation.

Usually, you lose industrial capacity and skilled labour.
