RQ II pact skill

i might be missing something obvious here but as pact skill is advanced by other means than advancement rolls does that mean you can't increase it by use of free skill points at character generation?

Hi there - I don't allow my players to improve by way of improvement rolls, i want the pact skill linked to actual actions etc.

BTW, the Pact skill is a great mechanic to actually make "clerical" magic linked to the god and its customs in a menaing ful way - makes D & D seem (more) naff.

So do you hand out Pact improvements, or do you just the spending of IRs if the player cannot provide a justification?
 
In our Deus Vult campaign unless you start with the skill Divine Fervour (the setting's equivalant to Pact), then it seems just about impossible to gain. Anyone have any experience with this?
