RQ Glorantha Second Age: basic question of geography

I have looked over some of the previews and am trying to see if I understand correctly. My players and I had a couple ideas knocking around for a second age game and I was wondering if in Mongoose's Glorantha 2nd age the Godlearner/Sea empire actually runs all the coastal areas. It kind of looks like it.

This may be a simple question of "read the book" but I have to get it on order and just am scratching my head. If there is a place I should be looking for basic setting answers like this, please let me know.

God Learners control many coastal areas. However, they recently lost holdings in Pamaltela and they never conquered Brithos.

They are still quite strong in Jrustela, Seshnela (their seat of power), Ralios, and the Rightarm Isles, Caladraland, and some of the coast of Esrolia in Kethaela. The Clanking City is also located there.

In my old Avalon Hill stuff it mentions GL folks taking control of Kralorela. That's a LOT of territory. It was getting so that my map was nearly all colored EWF, GL, or Yellow Elf. That was OK, but I was just wondering how it looked now.

The actual list of Middle Sea Empire colonies and provinces is quite small, but remember they've got trading posts and forts pretty much everywhere. Basically, if you're a civilisation and you can be reached by trade, then the Middle Sea Empire has some influence over you. The Grand High Poobah of some Vithelan island might not be a formal vassal of the Empire, but if he disobeys the commands of the local Jrustelan trader, then he'll find his brother at his door with a Middle-Sea-Empire-funded army the next day.

Kralorela is controlled by the God Learners via a puppet Emperor. They don't have absolute control, but they can dictate the direction of imperial policy in their favour.

Depending on the exact year, the answer may vary, but the GodLearner empire does indeed control a majority of the Gloranthan coastal areas. I have put a map on line here: http://tinyurl.com/2fxs4l.
