Should be fairly straight forward. Most variants could be proxied. All modular ships have a base cost then the modules have their own cost.
INTRODUCTION
* The Romulans built a number of modular ships that utilized the same basic design coupled with a number of different modules.
* While a ship can be built without modules, it cannot leave the dry dock until the modules are attached.
* All modules on a ship must be of the same type unless stated otherwise.
* The SeaHawk Frigate and SaberHawk Heavy War Destroyer are not modular ships.
CHANGING MODULES
* Any location capable of performing a refit can change a SkyHawk module attached to a modular ship.
* Any location capable of performing a major conversion can change SparrowHawk or FireHawk modules attached to a modular ship.
* Detaching modules or attaching modules that are present in the same galactic hex as a modular ship costs 0 CPV and only requires one impulse to complete and does not prevent that location from performing refits or conversions.
* The decision to attach and detach modules is made during the Deployment Segment of the Impulse Phase and is not finished until the Deployment Segment of the next Impulse Phase.
* When a ship is finished construction, modules present in the same galactic hex can be attached to that ship during the End Phase that the ship finished construction.
* New modules can be attached to a ship at the same time other modules are being detached from the ship.
* Attaching existing modules to a ship does not count against the production limit for the turn.
* You cannot attach modules to a ship if the result would be invalid. For example, you cannot attach L-Modules to a SparrowHawk light cruiser if you did not control enough combat-variant SparrowHawks to allow for another leader / command variant.
CONSTRUCTING MODULES
* The modules can be built as part of the construction cost of the ship or built separately as if they were Tug Pods.
* Constructing two modules that must be used in pairs, such as the SparrowHawk modules, counts as building only one tug pod.
TRANSPORTING MODULES
* The modules can be transported and stored as if they were tug pods, but they are treated as inactive cargo if carried by a tug and caught in battle.
* Transporting two modules that must be used in pairs, such as the SparrowHawk modules, counts as moving only one tug pod.
