1: Can a ship use its intercepters while Running Silent?

I for one say no as she is trying to keep her EM signiture low.

1) yes. The run silent rule doesnt stop you doing anything other than firing weapons and limiting movement.

1: unsure, but we play yes, if i was trying to be stealthy but someone shot me, i reckon ive failed being stealth, time to start reducing the damage being dealt to me.....

by the restrictions placed by running silent from a rules perspective yes since its no weapons fire while running silent.

but it does seem that interceptors act like a weapons system themselve

As noted though, interceptors only fire in response to incoming fire and if the enemeis shooting at your they obviously seen you anyway so saying:

Captain: 'better not fire interceptors at those incomign missiles, it might give our position away to the enemy'
XO: 'you mean the enemy over there with a missile lock on us sir?'
Captain: 'yes thats them, commander, now quick duck and cover like the instruction movie said!'
