I know someone suggested Buck Rogers and Flash Gordon previously – What about a “general” pulp sci-fi RPG / Wargame.

1930’s/1940’s Starships (Like Ajax) / Steam punk / Metropolis / Ray Guns

I have recently been thinking about an early 1920's game set just after WWI, either in this Timeline or an alternative universe, where the War ended slightly differently, e.g. Germany was dismembered after the war due to both the collapse of the Central Government and the demands of the victorious allied powers or that although the white russians and their western allies defeated the reds, the Russia Empire collapsed.

As for possible sample foes, I have been reading an Osprey Book about the Chinese Warlords of that period in time and the German, White Russian and Japanese Mercenaries who fought for the various warlords at the time. So how about a devious Chinese Warlord, Col Chow Fu and his German Henchman, Hauptman Henrich Von Neuman who fight the Western Powers in order to a) Expel the foreign devils from China and b) seek revenge for the defeat of Imperial Germany.

As for the game system, how about a version of Runequest similar to that developed for CoC adapted for the time period which allows for both pulp science and magic. That way you could also have adventures involving Occult Magic as well as Vodoun and Taoist Magic. :D
 
You could do some of it with Traveller, by making things larger and bulkier, like they do with the computers at lower TL. I guess it would be how much handwavium you would need to do when real world physics intrudes on some things, like mass of space vehicls and components vs thrust.
