Problem on first game, experienced GM advice needed

Well, first of all, he is a player not the GM.

Regardless of what the rules may or may not say, if you as a GM make a house rule or ruling that sorcery costs the full amount then that's what it costs. If he argues, then put your foot down and explain:
1. That you are the GM
2. That 1 point sorcery spells are obviously ridiculous
3. That there are 100 NPC sorcerers to every PC sorcerer and you could make things very nasty if you wanted to
4. That you are the GM
 
A few things to keep in mind:

At one magic point, its only affecting one character per casting (2 actions). If the PC's know a fight is coming up, he can protect everyone in advance, but a party of 5 characters is 10 actions and 5 MP.

He still has to succeed on the rolls

Any attack dealing more than the magnitude is completely unaffected. A character with a damage bonus, or heavy weapons (longbow f.x. 2D8) can still hurt them plenty good.

Dispel

Lastly, as before, let them beat up the occasional defenseless mooks, and be cool. Most serious opposition can counter or overpower such defenses
