Yes, but not without the proper equipment to do so. It is usually easier to turn in an empty one to the place or person you are buying new ones from and try to get a few credits off.
As always , that depends of what the GM decides about it .
The fact that the PPG pistol is restricted , while its ammo is illegal , is one of the handbook errors , IMHO . You should treat it as a restricted item .
