Possible missing information in world creation

I am going over world creation and I can not find anywhere in the Traveller Core Rulebook for 2nd ed any information about what is the range of values for Law Level are. I also can not find any clear information indicating that the Profile listings on page 231 use the World Profiles layout on page 217 which indicates it was for previous editions.

Rules as written allow for a range of -5 to 20 to be generated for Law Level.

On a side note with all visible armour being banned from Law Level 8 and up I was finding it far to common to generate worlds where the Atmosphere required a Vacc Suit but Vacc Suits are banned, this might also need a clarification in the rulebook.

The range I've used in playtest was "Law Level is determined by rolling 2D-7 and adding the Government characteristic."

Worlds are generated almost the same as in 1st edition. But since 2nd Edition is a different game from 1st edition,...

Don't care what 1st edition rules say.

Referees take care of that.
 
A range of -5 to 20 is "Law Level is determined by rolling 2D-7 and adding the Government characteristic." As Government characteristic is from 0 to 15.
 
It doesn't need spelling out. Otherwise, the entire book needs spelling out. And Mongoose isn't in that kind of business.
