The full salvage amount would have to be large, while the up front payment was low("You know I don't have that kind of money on hand, the rest will be deposited when the bureaucrats finish all their red tape.").

Or, this is just the opportunity the "Salvage Agent" has been patiently waiting for. The agent gives them a phony letter of credit, and informs the authorities in the nearby systems that a group of con artists have been using forged documents to defraud banks in the Subsector. By the time the PC's get things sorted out (and out of jail), the "Salvage Agent" is long gone (along with the money).

Besides, the Imperial Ministry of Justice could well develop some interest
in a person who abuses his officially approved post on Imperial property
in a case that is connected with interstellar shipping, and no amount of
money would be worth this kind of "Imperial entanglements" ...

The "Salvage Agent" has been mind-controlled by another person who found an Ancient device that enhanced his psionic powers. The puppet master implants subconcious orders into the minds of legitimate business people in order to enrich himself. The puppets transfer funds to various banks controlled by other puppets who transfer the funds to other banks and erase the transaction records. The accounts are controlled by other puppets who withdraw the funds as cash and send the money to other puppets that deposit it into accounts controlled by the Puppet Master. If the puppets make a big score they take off for distant parts of the Sector. If caught, the puppets suicide or go catatonic. Possibly the Imperium is trying to find the Puppet Master, or they may not even suspect anything yet. The PC's get caught up in the middle of the investigation or possibly their actions reveal the existance of the Puppet Master. Imperial Security would be interested in this device as would the Zhodani and any number of Megacorporations and political entities.

I realize I'm reaching a bit, but I try to find different ways to hook the players into adventures.

But, I like convoluted conspiracies!!

Maybe the Repo company is controlled by an Ancient that has been hidden away all this time. This is all part of his plot to gain control of the Imperium by screwing up the entire financial system. And let's not forget the Mutant Hamster Overlords and their plots.

There are several ancients involved controlling different repo companies and various financial institutions, it's all part of their war against each other. The Mutant Hamster Overlords think they are another faction but in reality they are being secretly controlled by one of the ancients.

Just as I thought!!
Well, but it is wrong, because the so-called Ancients are just Hivers, and
their civilization is secretly controlled by psionic K'kree who braintaped
their minds and personalities and uploaded them to cloned Hiver bodies,
so the real story is that the Galaxy is ruled by the K'kree. 8)
