Yes, it is a work in progress, and the finished version will be different based (we hope 
) on feedback on the playtest version.
But it does give some idea of what to expect - tweaks to rules and fleets without being a complete overhaul of the game. And presumably some of what is in the playtest version will make it through to the finished product...
