Order of Battle & Spotter Planes

I am a bit confused about the rules change to Spotter Planes (p3). It says that "Observation Aircraft are no longer represented on the tabletop during games....". Now if I ignor ASW just for the moment, does that mean that spotters are gone? To be of any use according to the core rulebook they must be within 6" of an enemy. If they are no longer on the table then they can't be close to anything.

Is it the intention that spotter planes are only of any use in ASW or have I missed something?

That is correct, now only used for ASW.
