Opposed rolls

In the opposing skill test rules it says that if two players succeed their rolls, the one who rolls higher wins. Does this make sense?

So does that mean that if Adric rolls 40% and succeeds, but the ogre leader Glork rolls 89% and succeeds, Glork wins?

Exactly yes.

...but only if BOTH have rolled under their respective skills. If Glork had 85% and rolled an 89, he'd fail.
