Good job with ammo changes over the past few iterations. We have minor issue left.

APDS ammo is designed to give super armour penetration.
HEAP is designed to do more damage and improve armour penetration.
Examples below with optimum options bolded:

4D Heavy Weapons (Vulcan Machine Gun, Heavy Machine Gun) - (avg 14)
w/HEAP: 5DD AP8 (avg 25.5)
w/APDS: 4DD AP12 (avg 26)

6D Heavy Weapons (Light Autocannon) - (avg 21)
w/HEAP: 7D AP12 (avg 36.5)
w/APDS: 6D AP18 (avg 39)

1DD Heavy Weapons (Heavy Autocannons, Gauss Cannon, Cannon, Anti-Material Rifle, Mass Driver) - (avg 35)
w/HEAP: 2DD AP 20 (90)
w/APDS: 1DD AP30 (60)

2DD Heavy Weapons (Heavy Cannon, Heavy Gauss Cannon, Hyper Velocity Cannon) - (avg 70)
w/HEAP: 3DD AP40 (avg 145)
w/APDS: 2DD AP60 (avg 130)

So the conclusion is that you should never use APDS - except perhaps on the medium autocannon. Quickest and safest way to fix this is to reduce the HEAP AP Value to 1xdice not 2xdice.

The other option is to simply not have the +1D ammo add dice in DD scale (Destructive) - thats the problem - in that it magically scales the shot. An 8D weapons gets +1D, meanwhile a 1DD weapons gets +10D!!
