1. Are skill levels limited to 4 or can you go higher?

2. Is there a chart for having attributes higher than 15 for bonuses (like if you have a 15 Strength and wearing Battle Dress?

Yes, but remember... Having more than three levels in Jack of all Trades doesn't do anything more than having three levels in it.

2. Is there a chart for having attributes higher than 15 for bonuses (like if you have a 15 Strength and wearing Battle Dress?

Unfortunately there are no charts for over 15, but that is understandable given the text in the book on attributes.

The book states that "The maximum level for a characteristic for an un-augmented human is 15" (page 6)

On page 35 the rules modify this a little "Characteristic Increases: Increase the listed characteristic by the listed amount, up to your racial maximum. Human characters are limited to a score of 15. Characteristic increases above 15 are lost, with the exception of Social Standing increases – excess Social Standing increases become bonus Ship Shares."

On page 89, under Augments the book says "Augments can bring characteristics above the normal maximum for a race".

easy to extrapolate over 15...just follow the pattern.
