Navwar is at the top of my list. If you live in North America the wait is well worth it because of the selection of models (I have yet to find a class of ship from the books not in there mini lists). If I wasn't on disability I would have many of their models for both the WWII game and the WWI game.
Panzerschiffe would be my next choice simply for the affordability, though the models are of an inferior quality.
If you are willing to part with the money the next choice would be GHQ. There selection is limited but the model quality is supurb. They are exceptionally well detailed.
