New Romulan player

Cloak can be very useful but very problematic if used wrong.

Basically you want to get your ships about 6-7" away from their target when you decloak, and then pop out and nail them.

If you play the Eagle ships, they are basically eggs armed with hammers. The Battlehawk gives you 6 plasma dice and 4 phaser-1s for 120 points, and the King Eagle is a cheap command ship at 175 points, but you'll have a delicate fleet.

The Klingon hulls have all the bonuses of Klingon hulls maneuverable, doubled forward shields, with the extras of cloaks and plasma torpedoes.

The Hawk ships can take a lot of damage, have good shielding and lots of phaser-1s and 3s. You don't need cloaks on the Hawk ships, but they're nice to have.

However I'll say this - the dreadnought that you want to use is the KC9R. It's tougher that the Condor and has the same maneuverability as a Federation or Gorn Heavy cruiser, meaning that it can keep pace with your heavier ships.

I've not seen a solo Romulan fleet (rather a Klingon-Romulan allied fleet). Basically you want to get a target, knock it's shields down with plasma torpedoes and if it isn't cinders when they've finished firing hit it with phasers.

If you are firing your torpedoes then the enemy fleet is going to be firing it's phasers at your torpedoes, which can give you a nice uninterrupted phaser barrage.

Drones are not your friend though, and they are particularly nasty for Eagle ships, which only have a couple of phaser-3s to swat them with.
 
Be aware of Terrain - I harp on about this quite a bit but in ACTA this can be hugely useful as you may not have to be cloaked on the approach or if you have ships acting as In sinks or moer importantly when you are looking to reload as you can try and run for cover to do so rather than risking a partial cloak.

As Ben2 says many of the Romulan ships can act very well when not cloaked
 
Use the one two punch with your big plasma attacks. The first ship drains the shields and counter plasma phaser fire to nothing and might get a few hull hits, but the second attack vaporizes the ship. Then maneuver for a reload and repeat, this may involve going cloaked, but that will double the amount of time before you can fire again.

Also with your big Plasma R and S weapons firing from 8-12 inches can be quite effective (with the afore mentioned 1-2 punch)
 
Plan very carefully before firing all your plasma in one turn. A Romulan fleet with all its' plasma expended and needing to reload is in a risky position. Trying to recloak you are helpless excepting the 5+ save and if staying uncloaked and reloading, your phasers have to be your entire offense and defense. Ripple firing plasma, if possible, keeps the other guy honest and does not free him up to IDF on your plasma firing turns while dumping everything on you during the reload.
 
I would argue that you should concentrate your plasma. If you fire a few here and a few there, there is a danger the enemy will shoot it down. If you fire a lot, you will overload his defences and get through.

Depends, if there are targets you can't hit this turn because of terrain, and you want to deter him jumping your fleet as they reload and hitting you with overloads. If you can wreck the majority of your opponents fleet, let him have it with everything. If there is a portion out of range or behind terrain that'll jump you and hit you with overloads etc next turn, you might want to keep some plasma back to hit them as they come in.

What you do is dictated by the circumstances.
 
Firing all of your torpedoes and then using APtE! Can also be tactically useful to get you out of a dangerous spot before your reload.
 
Not so much against Klingons, who can turn on a dime and then be right up your backside, but definitely against Federation and Gorn, who can't.
