Movement and engaging etc

At the risk of actually dealing with some rules issues...

One common house rule is to let characters either move and attack or move into combat without triggering a free attacks. Otherwise moving into combat is absurdly dangerous if you play RAW.

Just been reading the Pathfinder SRD and their rules for engagement seem to make sense so thought I would run it by people for their opinion.

Basically the rule is that if you move past or away from someone you can trigger a free attack but not if you move into them. This means you can move towards someone and engage them in combat without triggering a free attack. Not sure if this old news in d20 land but it seems to me that if RQ worked the same way it would simplify matters.

I would then break down moving and attacking as.
You can attack anyone within reach.
If you are not currently engaged in combat you can move half of your Movement and attack anyone within reach.
If not engaged in combat you can move as per normal.
Up to move *1: normal
Up to move *2: run (parry and dodge (not dive for cover) at -20% while running)
Up to move *3: flat out sprint (requires Athletics test and can't take any reactions except dive for cover).

This makes actions like Fighting Retreat make sense. Sure your opponent can follow you but you can keep on retreating. Opinions. Am I overlooking something?
