you will probably never see lead minis again in major markets. They are unlawful to sell in the US.
Er!?! No, there is no law, there is some regulation for children's toys, but there is no out right ban in Federal regulation. There is not even a packaging regulation, though responsible manufacturer's do put a warning on theirs.
There was some discussion about a lead ban a decade ago in New York State which was related to a site of a former rifle range that got blown way out of proportion and frightened some of the larger US manufactures into switching from a leaded pewter to an unleaded one (one of the reasons miniature prices have risen do to a world-wide (read China) demand for tin). Note there is a ban in some of the EU's member states which prompted GW to change their formulation.
Regulation is a form of law.
Gaming miniatures are classed as toys, and lead is banned in toys by same said regulations, which have force of law. A friend had an order of lead 10mm's rejected by US Customs, which cited the relevant regulations (and enabling legislation).
