I think it's actually bugged. You can't really win that adventure playing by the set rules. Your initial CS should be at least 10 points higher, or the enemies should be taken down several pegs.
Or there's a missing section where Tavig was supposed to find the Sommerswerd (see, the one Lone Wolf got back from Zahda was a fake).
