It may be viewed as 'cheesy and wrong', but at the end of the day any fleet can attempt to use this tactic, apart from the pak'ma'ra, Vorlons and the Raiders (one minuite, let me check... Yup they have nothing with the Scout trait). The only difference is who can pull it off with accuracy. Vessels with the advanced jump engines are much more reliable for a 'Black Star' tactic than one with standard engines.
If this tactic does get picked up by other people in your group, fair enough. You do need to roll to be able to do this so the older/better tech races will end up being able to pull this off more successfully. But the people who are getting hit by this are going to come up with a tactic to stop this from becoming as lopsided as it is to begin with.
You also have an added benefit of having a jump point open within the enemy lines that you can have your reinforcements come through. A Sharoos followed by two Troglians a turn later... *shudder*
