What exactly does the item "Force Linkage Apparatus" do? Is it the equivalent of a towing line or does it allow a ship to remotely take over the consoles of another ship?
They allow you to attach your ship to one that's immobilised so that the two vessels don't keep drifting (or to be more accurate, that they drift in synch). Given that Tow Cables are listed as a seperate item and require a percentage of the ship size for reinforcement, I don't think the Forced Linkage Apparatus is strong enough to act as a tow under acceleration.
The description makes no mention of taking over the other ship's consoles.
