I think this needs a clarification but there's a solution that's arguably readable from the beta:
Mail has a DM based on the DM for freight but there are three rolls for freight and 3 DMs.
Which DM to use?
The solution taken from the BAW (beta as written, hahaha) is to use ignore the DM for the freight size.
Might be good to have it spelled out in the beta?
