were the Ligureans at war with the Cimmerias as well as the picts?
I guess their relation with the Cimmerians would be like with the picts, most of the time at war and some times at peace, I understand they lived in the north west of the pictlands so they are very likely to interact with Cimmerians maybe the Galla tribe
 
That depends who the Ligureans are. Howard gives us next to no information about them, apart from the fact that in firelight an Aquilonian dressed as a Pict can be mistaken for one.

De Camp tells us that they are lovely fluffy druids who fight the powers of darkness and have those nasty Picts trembling (but don't stop them attacking Aquilonia I notice). I bet they hug trees too. If this is the case they almost certainly don't fight the Cimmerians.

In his Bran Mak Morn tales Howard distinguishes between degenerate and pure undegenerate strains in the Pictish race. It may be that the Ligureans are the undegenerate strain in the Hyborian Age, in which case they probably do fight the Cimmerians, and more effectively (but more honourably) than their cousins.

Then again, they are a white skinned race living in a wild place noted for it's Black Magic. The theory that they are Acheronian survivors can't be discounted, in which case they won't fight the Cimmerians, but they will be responsible for the fact that the Picts do, and for their grisly religion.

Up to you, really.
 
What was the RL basis for the Ligureans, if any? Maybe that's a good place to look for more inspiration...
