Leadership Skill and "Rallying Shaken Troops"

The writeup for Leadership reads:-

Rallying shaken troops: Social Standing, 1–6 seconds,
Difficult (–2).

Surely it must take a bit longer, maybe 10-60 seconds, 1-6 minutes at the very most?

Examples of rallying calls which take a bit longer than 1-6 seconds:-

"Forth, and fear no darkness!"
"Arise! Arise, Riders of Theoden! Spears shall be shaken, shields shall be splintered, a sword-day, a red day, ERE THE SUN RISES!"
"Ride now! RIDE NOW! Ride for ruin, and the worlds ending!"
"Death!"

"Death!"
"DEATH!"
"Forth Eorlingas!"

-- Theoden King, LoTR

Hold your ground! Hold your ground! Sons of Gondor, of Rohan, my brothers! I see in your eyes the same fear that would take the heart of me. A day may come when the courage of men fails, when we forsake our friends and break all bonds of fellowship, but it is not this day. An hour of woes and shattered shields, when the age of men comes crashing down! But it is not this day! This day we fight! By all that you hold dear on this good Earth, I bid you stand, Men of the West!
-- Aragorn, LoTR

We shall go on to the end, we shall fight in France, we shall fight on the seas and oceans, we shall fight with growing confidence and growing strength in the air, we shall defend our Island, whatever the cost may be, we shall fight on the beaches, we shall fight on the landing grounds, we shall fight in the fields and in the streets, we shall fight in the hills; we shall never surrender, and even if, which I do not for a moment believe, this Island or a large part of it were subjugated and starving, then our Empire beyond the seas, armed and guarded by the British Fleet, would carry on the struggle, until, in God's good time, the New World, with all its power and might, steps forth to the rescue and the liberation of the Old.
-- Winston Churchill, speech in the House of Commons (4 June 1940)

Here is the answer which I will give to President Roosevelt: Put your confidence in us. ... We shall not fail or falter; we shall not weaken or tire. Neither the sudden shock of battle, nor the long-drawn trials of vigilance and exertion will wear us down. Give us the tools and we will finish the job.
-- Winston Churchill, BBC radio broadcast, February 9, 1941. In The Churchill War Papers : 1941 (1993), ed. Gilbert, W.W. Norton, pp. 199-200 ISBN 0393019594

Never give in — never, never, never, never, in nothing great or small, large or petty, never give in except to convictions of honour and good sense. Never yield to force; never yield to the apparently overwhelming might of the enemy.
-- Winston Churchill, speech given at Harrow School, Harrow, England, October 29, 1941. Quoted in Churchill by Himself (2008), ed. Langworth, PublicAffairs, 2008, p. 23 ISBN 1586486381

Attention all troops! The Sontarans might think of us as primitive, as does every passing species with an axe to grind. They make a mockery of our weapons, our soldiers, our ideals. But no more. From this point on, it stops. From this point on, the people of Earth fight back and we show them. We show the warriors of Sontar what the human race can do.
-- Colonel Alan Mace, Doctor Who, "The Poison Sky"

"This report is maybe twelve years old. Parliament buried it, and it stayed buried till River dug it up. This is what they feared she knew. And they were right to fear because there's a whole universe of folk who are gonna know it, too. They're gonna see it. Somebody has to speak for these people. You all got on this boat for different reasons, but you all come to the same place. So now I’m asking more of you than I have before. Maybe all. Sure as I know anything I know this, they will try again. Maybe on another world, maybe on this very ground swept clean. A year from now, ten, they'll swing back to the belief that they can make people…better. And I do not hold to that. So no more running. I aim to misbehave."
-- Captain Malcolm Reynolds, Serenity

"Attention all hands. As you know, we could outrun the Klingon vessels. But we must protect the Enterprise-C until she enters the temporal rift. And we must succeed. Let's make sure history never forgets... the name... 'Enterprise'. Picard out."
-- Captain Jean-Luc Picard, Star Trek: The Next Generation, "Yesterday's Enterprise"

"No dictator, no invader, can hold an imprisoned population by the force of arms forever. There is no greater power in the universe than the need for freedom. Against that power governments, and tyrants, and armies can not stand. The Centauri learned this lesson once. We will teach it to them again. Though it take a thousand years, we will be free."
-- G'Kar, Babylon 5, "The Long, Twilight Struggle"

"This is the White Star Fleet. Negative on surrender...we will not stand down."
"Who is this? Identify yourself."
"Who am I? I am Susan Ivanova, Commander, daughter of Andrei and Sophie Ivanov. I am the right hand of vengeance, and the boot that is going to kick your sorry ass all the way back to Earth ... I am Death incarnate, and the last living thing that you are
ever going to see. God sent me."
-- Cmdr Susan Ivanova and Earthforce Advanced Destroyer Captain James, Babylon 5, "Between the Darkness and the Light"

Yes, a good deal longer than 1-6 seconds. :)

Yep, but then again, none are squad level examples. Which is more applicable to typical RPG situations...

"Private! Get up off your ass and fight like a man!"

I know you lot and how you think.

"Captain, how long's he been monologuing for now?"

"Put it on audio."

"... and I swear, by the honour and blood of my ancestors, that as long as one human still stands ..."

"That's long enough. Turret One, take out the bridge. Way he's windbagging on, you'll be doing them a favour."

I know you lot and how you think. Because sometimes, I think the same. :)

So the time DM can also represent the motivation the troops have to avoid hearing any more prattle...

There should be a time limit after which the troops begin to take aim at
their commander ...
