My suggestion...do one male and one female body, each with several heads in the blister for the various branches. Then there's only two real choices to make - male/female rider, and the rest is just picking a head.
Other baggage bits to go on the bike might also be helpful to evoke the Judge branch, such as a medi-kit, riot gear, whatever.
If done in plastic or metal, the bit sprue would also be something worth getting / owning for it's own sake.

I liked this sculpt of the lawmaster much better. With te kickstarter pictures up now it does look like the rider is a little smaller in scale than the bike. Any chance of a final painted figure shown against some Judges on foot so we can see if this is the final sculpt or was just a funny angle?
I am unclear why you've changed from the old Lawmaster? Not that I have any of those. I understand you'll do different judges, but maybe you could have something additional to the bike to make the models look slightly different? That way they are not all samie.
Perhaps a lawrod/Widowmaker holster for on the side? Maybe two separate, perhaps three separate bits? So a holster empty, then the butt of a Lawrod, and butt of a widowmaker (different weapons available, you get the drift) that can be glued on to it. Then that would suit the different models, say if you did a judge with a Widowmaker (perhaps one handed firing resting it on a handle bar for support), then he'd obviously have an empty holster.
Maybe individual bits such as this might be too fiddly for some, but as a sprue pretty easy to sculpt, and likely cheap to produce. additional bits like that make it interesting and add more to the product, I don't know, additional Med bag, Rad bag (whether that occurred in the comics, I'd have to scour a few progs). but you get my drift, you'd still have uniformity, but subtle difference.
