Law Level and Common Contraband?

When using the world generation rules, I was not sure how to use the Common Contraband column on the Government Table with the Law Level Table - Illegal Possessions.

Here's my solution: Anything listed as common contraband for a specific government type has its illegal nature enforced at law level. Possessions not listed as common contraband have their illegal nature enforced at (law level -d6).

For example, a government type 6 (Captive Government) with a law level 6 might enforce laws for illegal possessions in the following way:
  • Weapons, Technology, and travellers at law level 6
    Drugs at law level 4
    Information at law level 0
    Psionics at law level 3 (although within the Imperium, I raise all psionics law levels <7 up to 7)

To me, this gives a nice level of variance so not all local planetary laws are perfectly predictable based on law level. It still means, though, that high law level worlds are still going to have some bans on, say, weapons, even though they are not the focus of the government.


I would greatly appreciate input regarding this method. I couldn't find any suggestions within the MGT book, so I ran with what I thought made sense.
