Judge Dredd, p. 47, Gun Combat (Lawgiver) and p.49, Drive (Lawmaster): "... rather than at the -3 DM for untrained skill use."
As these are skill specialisations, the 'penalty' for using the non-specialised aspect of Gun or Drive would be 0... so this may need some clarification or correction.
But I also have a question beyond that: It's hard for a judge that felt distinguished from his peers by gaining Drive (Wheeled) 1 during character creation to feel so special when everyone gets the same, simply through standard Lawmaster training. Likewise the player who's chuffed that his judge is a dab-hand with a scattergun.
As I like to play up the differences between character abilities and allow people to shine at different times (particularly in a profession with a narrower range of characterisation available), I can't decide whether to:
1. Ignore the rule above and use the standard 0 level for judges using handguns/wheeled vehicles other than Lawgiver/Lawmaster.
or
2. Bump up the skill of judges trained in other handguns/wheeled vehicles to match/surpass their Lawgiver/Lawmaster skills.
I think I prefer 1.
