JD Rules question

I am running a JD adventure for the first time (Full Eagle Day) and have a rules question. One of my cadet judges did a Called Shot to the Leg on a fleeing perp. He successfully hit doing 16 points of damage to a lvl1 Citizen with only 6hp. Technically he should have been killed outright, but I reasoned that someone shot in the leg would not die immediately, but could die in a couple of rounds from loss of blood. So I said that he blew the perps leg off. They then did some saving throws with a med pack and staunched the bleeding and called a med wagon. Is there a rule that covers situations like this that I have missed? Or was this an entirely appropriate play?
Also I am about to run the chase scene with the ambulance, but again have not done that before. Does anyone have any advice on how to run a chase scene?
Thanks

I'd say that you can kill someone with a legshot (if you hit a major artery, shock and bloodloss would kill you pretty quickly) - however, having the perp greviously wounded but just about hanging on allows the cadets to act like Judges (they're not out there to kill anyone unless they really have to - if they'd allowed the perp to bleed to death without helping, the supervising Judge would have failed them instantly!)

In the past, I've had PCs who'd save the perp's life, and then add an extra six months to his sentence for littering (the big pool of blood, which will need to be cleaned up...)

don't forget to tac-on 2 year's for littering ( the lost leg) and 6 month's for loitering"lol.
no but all kidding a side that's what i would have done yes it is possible to die from a shot like that if just right but that' does not seem to be the type of game you are running .

the point is you want the player's to have to interact with pc's and npc' and not run a muck".

if they shoot be peppered to take responsibility for what happens' there judges not cow-boy's good way to Handel it.

if they try the stunt to stop some perp with a legshot and hit....i would give a fuc k about the rules. he will fall to the ground start whining but will survive.

if he shoots...and DON'T hit the leg but the perp strait in his back...if the damage is enough...let him die......and let someone from SJS or their sector chief talk to them why they shoot someone unarmed in the back and not stop him with a called shot :)
