[JD] Leg Shot vs vehicles

Does the Leg Shot talent work against vehicles - ie stop them moving for a turn?

What about sky surfers and characters with jetpack?

I don't think it should stop movement. Maybe limit it to half for the turn?

At present it stops melee and move actions - just depends on what it represents - again it will come up in the forthcoming tournament.
