Is an MEA Militia army competitive?

It indicates, that you may do (or do not) so in forces which do not require you to do this. So - you may choose the Civilian upgrade for Squads in your Government forces, but you have to choose this upgrade for Squads in your Militia forces.
 
Ok, I'm apparently stupid :D

Somehow I had managed to get the impression that only Militia forces could choose the civilian downgrade.

So, is there at the moment really any reason to play Militia except aesthetic reasons? The Govt gets to choose whether to use regular or civilian squads. The Govt list is less restrictive, not only having higher maxima but lower minima (yeah, the Militia list says "Support: One unit per two Squad units", not "up to" as for all others). Ok, the Govt has a maximum of 6 squads per platoon, but somehow I don't think that's a real hindrance.
 
Do the true believers let them ignore supression just like the fedayeen do ?
Does the PLA have any options that help them out in their lists ?

Yes. Of course you can buy this upgrade for units in Government force too...

I don't play them that way, Jay. I wouldn't sweat it. If you want to use the 25% discount then you downgrade the militia. Otherwise run them at normal cost as stated on the card. There is no reason I see why you couldn't mix or match. With some militia normal others very green. Hey it's your game!! :D

Well, according to the rulebook - yes, all the Squad units in a militia army have to be. I, however, always preffered to treat rulebooks as a set of suggestions rather than anything else...
 
Yes, of course. You don't think Mongoose would let us get away with something as obvious as getting a cheaper, unsuppressable unit by using True Believers to compensate for the disadvantages of the troops being civilians?

Though, still, if you upgrade to true believers, you get part of the cost back by making them civilians. The remaining disadvantage to the civilians is that the RPG will shoot poorly, but in a squad with lots of riflemen and only one RPGer it could pay off. Though, large squads usually don't get suppressed in the first place.
 
Matt rule on this back in around June. You can combine both, True Believer with the downgrade for civilian militia.

When combining options and upgrades, fixed cost upgrades are always added first before using in percentage upgrades.
