Initiative?

It would seem to be better to not have the Initiative?

With Initiative you get to:
Move first - disadvantage since the enemy can choose the range after you move?
Shoot first - advantage, but not huge, since combat takes more than a few rounds?
Act first - disadvantage, since you check for sensor lock and the enemy can immediately check to break your sensor lock and establish sensor lock on you which you cannot break until next turn when the enemy has already used the sensor lock.

All this is based on my estimate that warships take at least 20 rounds to kill themselves at Very Long Range; perhaps I am underestimating the damage inflicted, and hence overestimating the time a battle takes?
