Can I have ideas for a plausible background for A mini Campaign set 2 to 2 and a half decades before East Meg One invades Mega City One where A East Meg Unit team up with Mega City One Judge Unit to hunt a alliance of crimimals, traitors, terrorists and corrupt judges whose plans could threaten both cities and more diplomatically skilled then normal City Leaders have agreed to put aside their animosity towards the other to work on a job that'll benefit both cities, at least on paper, and against evil-doers that seemingly threaten both cities?. Please advise
