so the rules seem to indicate that a ship that is INITIATING a jump into realspace can not turn nor attack unless there is a scout already on the board in which case it can attack, but its kinda fuzzy about what any ships that simply USE aforementioned ships jump portal to enter before it....are they also limited in some way?
 
any ship coming through a jump point cannot attack unless they either have AJE or there is a scout on the board.
the only ships limited on turns/speed/special actions as far as i know is the one creating and holding open that jump point.
 
The rules are open to (mis)interpretation. Under Jump Points it says that a ship using a Jump Point opened by another ship is not subject to speed or turning restrictions; however under the Advanced Jump Point trait it says that a ship may not benefit from a jump point opened by a ship with AJP unless it als has AJP. We play that a ship without AJP using a jump point opened by a vessel with AJP des not have any restrictins to speed / turning but cannot fire without there being a scout on the table.
