I use spackle (you know, to repair walls prior to painting them).... let the spackle set up a little bit and then dab my finger tip all over the spackle, makes the sea "rough".
From there you can either prime the sea and paint dark blue, or just paint dark blue. Either way go back over with a heavy dry brush of white. Looks pretty decent. Don't forget the wake and bow of the ship either (white)
I once used bath sealant to create the surface, including the oceans, on a "Planet" as terrain for a space game. A bit expensive perhaps, but if you have some left over why not. Iwill probably try it to base my ships.

Hammer I have just bought and tried some stuff from Vallejo called Water Effects. They have I think three colours Pacific, Atlantic and another i can't recall also a clear one. Basically you use it a little like pva glue. Brush a generous amount on your base, push the model into it for a second and then remove. This gives you the shape of the ship once the stuff has dried. I then use a flat item like a lolly pop stick or similar and just touch the top of the stuff like you would when making peaks on a trifle. This gives you a wave effect, allow it to dry then glue the ship in the premade depression. I based around 20 ships in a little over an hr using this stuff and they look really professionially done. A little drybrushing of the wave crests finished it off. Cost per tub is around £6 and will last ages I used around a 3rd of a tub so £2 for 20 ships so very cost effective and highly recommended.
