How do I persuade A Player to take A Deal?

In a encounter idea I'm toying with giving A Zhodanni High Noble could get pushed aside by A Ex War Hero Pc whilst The Pc is chasing A Thief on A World where the normal punishment is public execution on the spot via Psionic Torture. But as The Pc is A Ex War Hero and The Zhodanni High Nobles Son hero-worships him beings willing to reduce the sentence to moderately several Psionic Beating in return for A Autograph for his son or The Pc can risk Trial, which will definitely result in guilty and that l almost definitely end in being Psionically Made to give a autograph followed by public execution via Psionic Torture, but he's a foolish head strong, hot tempered and actually likes the idea of being a martyr and is being roleplayed as such by his player. So how do I persuade the Player to take A Deal?
 
You don't.

The player has agency over his/her character and is the only one that can decide their motivations, actions and responses to an event.

If the player wants their character to take the deal the character will, if the player has the character decline the deal and die then start rolling a new character for the player.

Here is what I think will happen though. You will be tempted to game the execution, and at some point a miraculous once in a lifetime dice roll will allow the character to activate buried psionic potential embedded by the uber race that allows the character to become Captain Marvel and kill everyone at the execution and then take over the galaxy.

Just ask the player once - does your character take the deal and live or refuse and die. If they refuse the deal generate a new character.

More seriously, I can't imagine that Zhodani would sentence someone to "public execution by psionic torture". Zhodani criminal enforcement is more likely to sentence someone to psionic re-education. If they're unable to restore someone to proper thinking, I would expect that they would secretly imprison him, to avoid making a failure of their re-education process public, where it might undermine public confidence in the process.
