So I'm starting up a romulan fleet for Acta:sf and was looking up the fleet list present in the hard cover rule book and stumbled on the kc9r. I noticed that the only one of them made was the Behemoth and I got to wondering, is there any information on the actual composition of the individual star legions at the start of the general war?

(704.0) REFERENCE DATA FOR THE ROMULAN STAR EMPIRE
As the Romulans entered the War several years after the other empires, their Order of Battle is organized to reflect this. In a non-historical campaign ignore the PWC list and conduct the first nine turns of production. In this case the Romulan player can assign the ships to fleets, and conduct modular conversions, as he sees fit, rather than being required to add them to the designated fleets.

Also note that the Romulans received many ships from the Klingons during the decade before the War began. These are listed separately, allowing a non-historical "No Klingon-Romulan Alliance" scenario to be set up. (In such a scenario, the ships are added to the Klingon mothball fleet; no Klingon or Lyran maulers exist or can be built.) The Three SPCs in the home fleet are the pre-war free conversions listed in (704.1).

Ships listed after "K" are received from the Klingons and converted to Romulan technology.
PWC ships are the ships produced in the first 9 turns of the game, while the Roms were not in the War yet. They entered the War on Turn 10 (Y173 Fall).

Ships in [ ] are carrier groups, and list the carrier and standard escort group. These are obviously not yet in the game. [3FE] refers to 3 War Eagle hulls converted to freighter carrying Eagles and operate in groups of 3. A K5Q, for ACTA purposes, contains 3 K5R hulls.
