high level npc creation

I've been statting a lot of NPCs recently, and the only thing I recommend you do is do it yourself. It took me ages to do the first, but after a few, I got quicker at it. I know it's dull, boring work, but I'm sorry to say, there isn't any shortcuts.
 
What you could do is build it as a whoel and not as a level-by-level thing that most characters are.

Decide on the level and the classes used.
Count the skill points and feats that the character gets.
Count how many hit dice they have.

From this place the skill points in the skills you want without caring about what it did level by level. Same with feats, hit dice and other abilities.

In the end you will have a character that looks like a completely normal character as is. Which is what you want as the npc will be used at the level written.

It is somewhat faster and easier than doing it the normal method. Though it results in a character that mechanically is equal and looks normal.
 
I would agree with Mage Ash. With the skills, just watch that your ranks don't exceed the max for Class skill ranks. Also, in the background of the character give the NPC a "tick" or eccentricity to make him/her memorable. Examples: Londo and G'Kar. :)

One thing I've found helps me is to fill in the feat list ahead of time with placeholders. "1st level feat" "3rd level feat", "Human bonus feat", "Combat feat (soldier lvl x)", etc. Just write lightly and erase and replace with each feat as you go. Lets you skip around without losing your place.

Also I second the skill thing. Just total all the skill points you have to spend and make sure you don't go over max ranks.
