High Characteristic Generation Question

If a species rolls 3D for a characteristic but it does not specify a maximum score, is the maximum still 15 or does it become 18?
 
The companion has a chart that goes above 15, and says the following on page 4

HIGH AND LOW CHARACTERISTICS
Normally, the range of characteristics is 0–15 but
there are occasions where a being or creature may
have characteristics that are not on the ‘human scale’.
Such a being may have one or more characteristics
above 15, in which case the DMs on the Characteristic
Modifiers table are applied to checks made using them.
 
Humans are capped at 15 per the Core rule book. That rule specifies humans and not any other sophonts.
Unless otherwise specified, the full range of creation dice count.

If the generation range is 3D, it might be best to account for growth during character creation. 3D+3 for a max of 21.

Is how I do it.

Or stretch the curve in each case by pulling the low end down to "1" and add to the high end an equal number of points, and then add the number of dice rolled.
  • Stat 1D = 1-6 ==> Full Normal Curve: 1-6 /Max: 6+1 = 7
  • Stat 2D = 2-12 ==> Full Normal Curve: 1-13 /Max: 13+2 = 15
  • Stat 3D = 3-18 ==> Full Normal Curve: 1-20 /Max: 20+3 = 23
  • Stat 4D = 4-24 ==> Full Normal Curve: 1-27 /Max: 27+4 = 31

That then gives you the "full normal" distribution range for the species, and then the "exceptional" range above it that "breaks the curve". It helps to visualize what the stat means for the species in relative terms.

So for humans:
  • Normal: 2-12 (average: 7)
  • Very Low: 1
  • Very High: 13
    • Exceptional (Above the "Normal Curve"): 14-15
