Help locating a MC1 story

Can anyone tell me where a MC1 text story about a citizen who was quatrantined/incarcarated in a medical facility where inmates suffered from bizarre diseases (Spider disease, Jigsaw disease etc.) ?
Seem to recall that weston did some artwork.. possibly a Med Judge was named Coogan ?

I was compiling an article on the involvement of the Justice Department in the Cursed Earth.
A section on research stations for black ops projects is featured. The novels have quite a few examples, plus theres the Dune Shark research, and 'Weasel' projects in the comic strips. The The Staedtler Clinic aka 'Animal House' falls into this catagory and is featured in the story I was searching for.
