I've been kicking around the idea of making a Texas based group for Judge Dredd....so far being there is just one model you are limited in options as you have found...the simple solution is that because the uniforms are the same a head swap is in order. Check other companies and look for head options you could use (old west or Civil war), there tends to be more Civil War options out there than anything, you may could also use normal plain heads and sculpt a hat if you want.
