Guide to Alpha Complex ?

So I see this over on the OBS sites:

How does it relate to the new boxed set and the rest of the product line? It is strictly an in-game / flavor type thing or are there rules in it as well? Does it duplicate much if anything from the Players Handbook in the boxed set?

No duplication with the Players Handbook, the Guide is a pure background title with some helpful hints on how to survive life in Alpha Complex.
