Anybody know of a Traveller-esque soundboard I could download to a laptop for games? something like weapon fire, buttons, computer stuff, basic sci-fi effects...?

That link may not be the best one, but there are a ton of hosting and torrents for the BBC sound effects.

FreeSFX all the links send you to "sound scalpel" where the tracks cost money (yes I joined and am logged in... great now more spam to my inbox)
The Recordlist charges for their sounds, but the samples you can grab for free.

So none of these are really "free",

um dude, you need to read posts. I said the samples you can get for free I just didn't specify 'by right clicking' because I figured this being 2011 most people had mastered that little trick. What you can grab for free isn't the entire collection, you have to pay for that.
