Since AF is worked out before suicide fighter hit, how many suicide fighters are you allowed to declare to be attacking a target ship? Can it be as many as you want, but only X (X = hull/10 + 2) will actually hit? or can you only declare that X will attack?

I understood that only the amount X (X = hull/10 + 2) can actually attack. Otherwise the rule would make no sense to me
